  • Governors

    The Role of the Governing Body

    At Northowram we have a good governing body.

    The governing body in school are to carry out their functions with the aim of taking a largely strategic role in the running of the school and it’s improvement. This includes setting up a strategic framework for the school, setting its aims and objectives, setting policies and targets for achieving the objectives, reviewing progress and reviewing the strategic framework in light of progress.

    The governing body should act as a “critical friend” to the headteacher by providing advice and support as well as challenge.

    Types of Governors

    Parent Governor

    How are they appointed? Parent governors are elected by parents of the children in the school.

    LEA Governor

    How are they appointed? LEA governors are appointed by the Local Education Authority. Members of the public can apply to be considered for this role by contacting the LEA directly.

    Ex-officio

    How are they appointed? The Headteacher is a governor at their own school by right.

    Community Governor

    How are they appointed? Community governors are appointed by the governing body to represent community interests. People from a business or professional background can be appointed.

    Rod Black

    Type of Governor: I have been a Co Opted Governor since May 2017.

    Background: I started my working life as a mechanical engineer working for Staveley Machine Tools, Asquith division, in Halifax where I served my apprenticeship and worked there until I was made redundant. I was then employed by Yorkshire Water as a WTW operator and swiftly moved up to Commissioning Engineer responsible for commissioning and operating the new generation of Water Treatment Works in the Halifax and Huddersfield areas. Over the last 25 years I have been a senior manager in the organisation holding posts in Operations and Asset Management and so gained a wealth of experience in all aspects of Management, Health and Safety, Strategy Budgets and Finance. I retired 4 years ago after serving the company for 32 very enjoyable years.

    Areas of interest: As both my daughters attended the school, followed by my grandson and soon my granddaughter I have a special interest in ensuring the school is operated in the best way possible. I also believe that every child should have the best and happiest education that can be provided and each and every child should be treated as an individual as they all have differing needs.

    Committee Membership: Finance and General Purpose. I am one of the designated Health and Safety members.

    Peter Caffrey

    Type of Governor: I am a Local Authority appointed Governor and a member of the Finance committee.

    Background: My background is largely Finance and I have banking and financial services degrees from Manchester University. I currently sit on the board of Accent Group Housing, a social housing provider with 22,000 units in Yorkshire and beyond. I have previously been Chairman of Pennine Housing 2000 and a board member of a large Leeds based Housing provider. My part time work is property leasing and I am also a Local Councillor for Northowram and Shelf.

    I have previously served full terms as a school Governor at Salterlee Junior and Infant School and Hipperholme and Lightcliffe High School. I am passionate about providing a first class academic and vocational educational environment to help pupils achieve their aspirations through maximising opportunities.

    I am pleased and privileged to serve as a Governor at Northowram Primary School.

    Mike Westaway – Parent Governor (Chair of the board)

    Type of Governor: I have been a Parent Governor since November 2013.

    Background: I have many years’ experience in sales and marketing with my area of expertise being PR and Media Communications. After being a ‘stay at home’ dad for nearly 3 years, I now work part time for a local engineering company. I was a Parent Volunteer in Reception for three years and currently chair both the full Governing Board and the School Improvement Committee.

    I have been on the committee of various local organisations including: The Calderdale Adoption Committee; The Halifax Town Centre Forum and The Halifax Opportunities Trust.

    I care passionately about Special Educational Needs, with my eldest daughter having complex learning difficulties and I am Link Governor for English and Year 6.

    David Bates

    Type of Governor: I have been a Parent Governor since November 2016.

    I have worked in and served the community in several roles. I currently work for the government in various fields including safeguarding, protecting the vulnerable, and domestic violence. I have many years of experience working with partnerships (in particular social services and education) and previously worked for Bradford Local Authority’s disabled transport services, clearly aware of individual special education needs; whilst there I was responsible for setting and achieving higher standards of service. I care about the most vulnerable in society and was a Samaritan for four years and have previously volunteered in the community (such as teaching sports to children). I sit on the School Improvement Committee and am link Governor for both Mathematics and Year 4.

    I have two children at school and am keen that the school maintains its high standards and strives to continuously improve in all areas.

    Gary Birch

    Type of Governor: I have been a Parent Governor since September 2017.

    I am currently a serving Police detective with West Yorkshire Police. I have been a Police Officer for 18 years and Detective for the last eleven years. I have worked in a number of roles including the Criminal Investigation department (CID) and have had secondments to various roles and operations throughout my career.

    I currently work in the Safeguarding environment within the Police and my role requires multi-agency strategy and partnership working. I believe I can bring my experience to the role of Parent Governor with involvement in Safeguarding in the school.

    I have attended several courses to date including, New Governors Induction, Keeping Children Safe in Education: Role of the Governors, and How to challenge effectively. I look forward to attending more in the future.

    This is my first venture into the world of School Governance and I look forward to the future challenges, where I will bring enthusiasm and support where required. I have seen two of my own children flourish at this school and have enjoyed watching them mature and be prepared for the next step in their educations. I believe this is down to the passion and drive of the staff at Northowram and hope that my role helps to give something back.

    Marcus Rathbone

    I am a Parent Governor and currently Vice Chair of the board

    Background: I have worked in construction for 24 years and wanted to bring this experience to the assistance of school. I have inputted on various building matters, been the link Governor for health and safety plus undertaken inspections in and around school.

    I’m now the link governor for Pupil Premium and have undertaken training to help determined the best use of this additional funding to improve the outcomes of the children in school

    Jane Jennings

    Type of Governor: I have been a School Based Governor from 2012-2017 and then re-elected in 2017.

    Background: I have worked at Northowram School since 1998, becoming Nursery Manager in 2005. My role in school now includes being the Designated Safeguarding Lead and Named Person for Medical Needs as well as being the Primary First Aider. As well as being a Governor at Northowram School, I have also recently been a Parent Governor at North Halifax Grammar School. I also happen to be a Community First Responder for Yorkshire Ambulance Service.

    I am passionate about making sure the children in our school are safe. The Early Years is my other passion- I am committed to making sure our youngest children make the best progress!

    Jane Scardifield – Head Teacher

    Type of Governor: Staff Governor – I am Head Teacher at Northowram Primary school and have been a Governor of the school throughout my 10 years at our school.

    Background: I was a Governor at Siddal Primary School before taking up an educational consultancy post for the local authority. During my time in this post, I worked with the Governing Bodies of the many different schools I was supporting within Calderdale and also enjoyed providing training for teachers, head teachers and governors linked to curriculum and school leadership.

    Areas of interest: I am an English specialist at degree level and teaching children to become confident readers and to express themselves in writing is a passion of mine – we are very proud of our English curriculum at Northowram! This specialism was further developed through work as a Leading Literacy Teacher for Calderdale and work as a Literacy Consultant for the local authority where I had the privilege of immersing myself in research and children’s literature in order to deliver training to teachers across the authority. I am still an avid reader of children’s literature and always like to introduce new and exciting books into our curriculum. Music has always been a key part of my life and providing children with a range of exciting opportunities linked to Music (choir/orchestra etc) is a key part of the school vision. The best quality School Leadership is also an area of interest which I developed through experience on a wide range of School Leadership teams and through taking part in professional development including obtaining the National Professional Qualification for Head Teachers.

    Areas of Interest: In school, my areas of responsibility as Curriculum Leader, Pupil Premium, Teaching and Learning and Assessment mean that I often meet with Governors to discuss issues and progress relating to these areas. As well as attending and contributing to all Governing Body and committee meetings, I also meet regularly with Governors at school to monitor the success of the School Development Plan. As a School Governor, I often report to Governors and answer questions on particular areas such as what the data is saying about how our children are achieving and about priorities for the school budget. I help to organise Governor visits to school and to plan special ‘Governor Days’ when Governors join up with their link classes to find out more about how our school works, what we do well, and the areas we would like to improve.
